The Neighborhood Services Division provides revitalization services that promote and stabilize the City’s neighborhoods. Through the investment of federal grants, management of housing programs, and partnerships with neighborhood and community organizations, assistance is available to low and moderate-income individuals
as well as residents new to the community. Our chief responsibility is to ensure the proper use of federal and state grants consistent with their regulations and to ensure the funds are spent effectively. We strive to be a model grantee for our funding partners.
Community Development Block Grants (CDBG): Block grant annually funds infrastructure, economic development, public services/education, and housing rehabilitation.
Emergency Solutions Grants (ESG): Homelessness assistance through shelters and other homelessness prevention organizations.
Home Investment Partnerships (HOME): Creates affordable housing through funding a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or home ownership or providing
direct rental assistance to low-income people.
Labor Compliance: The Department of City Development is responsible for monitoring and assuring that federally funded project are in compliance with labor and prevailing wage laws (Davis-Bacon and Related Acts).
Low Income Housing Tax Credits: Developers, non-profits and the Wisconsin Housing and Economic Development Authority (WHEDA) work together to develop affordable housing. Local applications go through the City.
Section 3: All grantees receiving Federal Community Development funding must follow the City of Racine Section 3 Policy.
The City of Racine will allocate up to $396,712 in Emergency Solutions Grants (ESG) Coronavirus Response funds to Lutheran Social Services to administer a homelessness prevention program for eligible City of Racine residents.
