PURPOSE: The commission receives and investigates complaints of any practice of discrimination against any person within the city because of age, sex, race, disabled veteran's status, religion, color, national origin, disability or disabilities, marital status, sexual orientation, familial status or economic status.
COMPOSITION: The Mayor appoints nine members subject to Common Council approval. Two members shall be Alderman, one shall be an attorney. Members shall be appointed from the entire City and at no time shall the total number of women and ethnic or racial minorities constitute less than a majority of the commission.
TERMS: Three year terms. Expires 1st Tuesday in May.
AUTHORITY: Sec 62-30
PURPOSE: Shall make such plans as it deems necessary for the improvement of the harbor over which it has jurisdiction, so as to adequately provide for the needs of commerce and shipping, including the efficient handling of freight and passenger traffic between the waterways of the harbor and air and land transportation terminals. In charge of the maintenance of the public harbor facilities. Control over the commercial aspects of the day-to-day operation of the public harbor and public harbor facilities.
COMPOSITION: Five members, appointed by the Mayor and confirmed by the Common Council. There shall be one registered architect, one professional engineer. In addition, three "laypersons" are also appointed and confirmed.
Terms: Two years. Expires 1st Tuesday in August.
AUTHORITY: Sec 18-61
PURPOSE: To work toward improving, and preservation of the cemeteries.
COMPOSITION: The Mayor appoints five members subject to Common Council approval. One shall be an Alderman, four shall be citizens
TERMS: Four year terms. Expires 1st Tuesday in March.
AUTHORITY: Sec 30-41 thru 30-43
PURPOSE: The Board investigates complaints; prescribes a disclosure form; and maintains a record of its investigations, inquiries and proceedings with respect to standards of conduct for government officials.
COMPOSITION: Six members appointed by the Mayor and confirmed by the Common Council who may not be elected officials; persons appointed to elective office; full-time appointed officials whether exempt or non-exempt; or City employees. Nor may they concurrently serve on any other City board or commission. Nominees to the Board are submitted by the Mayor to the Common Council for confirmation. One member will be an attorney licensed to practice law in the State of Wisconsin.
Terms: Six Years. Expires 1st Tuesday in May.
AUTHORITY: Art. VII, Chapter 2
COMPOSITION: The Mayor appoints five members subject to Common Council approval. Four member are appointed by the County Executive. All members are required to be City of Racine residents.
TERMS: Three year terms. Expires 1st Tuesday in June.

PURPOSE: The Board of Health shall assure the enforcement of state and local public health laws and regulations. The Board shall adopt rules implementing policies adopted by the Common Council.
COMPOSITION: Eight members appointed by the Mayor and confirmed by the Common Council. Three of which shall not be elected officials or city employees, shall be persons with demonstrated interest or competence in the field of public or community health. A good faith effort will be made to appoint a registered nurse, and physician.
Terms: Two years. Expires 3rd Tuesday in April.
AUTHORITY: Sec 2-176; Sec 251.03(1) Wis Stats
Purpose: The City of Racine Board of Park, Recreation and Cultural Services serves to protect, preserve, maintain, improve, and enhance the city's public parks, parkways, boulevards, golf courses, community centers, playgrounds, natural resources, cemeteries, along with the Racine Zoo and Wustum Museum. The PRCS board adopts rules and regulations to promote recreational opportunities for the people of Racine to engage in activities that encourage health, well-being, community and the environment.
Composition: Eleven members appointed by the Mayor and confirmed by the Common Council. Consisting of two alderman, one of which is on the Public Safety and Licensing Committee. One County Board Supervisor, one School Board Member. Members shall not be eligible for reappointment if the member has served 6 or more consecutive years.
Terms: Three Years. Expires 3rd Tuesday in April.
AUTHORITY: Sec 70-36; Sec 27.08 Wis Stats
PURPOSE: To review property owners' objections to property assessments; conduct hearings to hear these objections; and to correct assessment valuations where appropriate.
COMPOSITION: Five members appointed by the Mayor and confirmed by the Common Council. Consisting of the City Clerk and four residents of the City of Racine.
Terms: Five years. Expires 1st Tuesday in March.
AUTHORITY: Sec 2-191; Sec 70.46 Wis Stats
PURPOSE: To establish standards and limits for the concentration of chemical constituents and for such other physical and chemical properties as may be required for wastewaters discharged into public sewers or accepted at the wastewater treatment plant in accordance with state law and regulation.
To hear and decide appeals where it is alleged there is error in any order, requirement, decision or determination by the general manager. In the administration of this division, the general manager shall be disqualified from sitting as a member of the board in any appeal under this subsection.
In exercising its powers under this section the board may, in conformity with the provisions of this division, reverse or affirm, wholly or partly or may modify the order, requirements, decision or determination appealed from, and make such order, requirement, decision or determination as ought to be made, and to that end shall have all of the powers of the general manager, subject to the approval of the wastewater commission.
COMPOSITION: The Mayor appoints seven members subject to Common Council approval. One shall be an Alderman, one shall be the general manager of Water/Wastewater and three shall be members with experience in the field of industrial wastewater management. The General manger cannot vote on appeals.
TERMS: Three year terms. Expires 1st Tuesday in May.
AUTHORITY: Sec98-139 thru 98-143
PURPOSE: Review and make recommendations to the Common Council with respect to changes in the City's zoning regulations; location of public buildings; and the use, sale and acquisition of land for public facilities. In addition, to make and adopt a master plan for the physical development of the City and to make reports and recommendations relating to the development of the City.
COMPOSITION: Seven members, appointed by the Mayor subject to Common Council approval. The Mayor shall select the presiding officer, the mayor may appoint himself and other elected officials. Five members shall not be officials. Citizens will be recognized with appropriate experience and qualifications.
TERMS: Three year terms. Expires 1st Tuesday in April.
AUTHORITY: Sec 114-33, 2-251 & 62.23(1) Stats-Amd
PURPOSE: Advise on the contract management and operation of the land and structures comprising the Civic Centre; Advise on such policies and regulations as it deems necessary in cooperation with contract management; Oversee contract management's responsibility for such services as building maintenance, custodial services, landscape maintenance and kitchen operations; Advise on contract management's rental of the Civic Centre or its various parts for private and public functions and recommend to the common council rates to be charged for use of the Civic Centre and its various elements.
COMPOSITION: The Mayor appoints nine members subject to Common Council approval. One member shall be a veteran of the Armed Forces who is a member of a veterans organization. One Alderman member, seven citizen members whom are residents of the City of Racine.
AUTHORITY: Sec 2-206
PURPOSE: The Community Development Committee is charged with directing the preparation of the Community Development application in accord with the provisions of the Housing and Community Development Act of 1974 and the rules and regulations of the U.S. Department of Housing and Urban Development.
COMPOSITION: Mayor (Chair), the President of the Common Council (Vice-Chair), the Chairs of the three Common Council standing committees, two aldermen (to be rotated yearly), and seven electors who by reason of their places of residence, occupations, or community activities have special interest in the application of community development funds.
TERMS: Three year terms for elector members.

PURPOSE: The purpose of the Downtown Area Design Review Commission is to, within the designated Downtown Area :
COMPOSITION: The Mayor appoints seven members subject to Common Council approval. One member shall be the Director of City Development, the Alderman of the district, a member of the landmarks preservation committee, a member of the Downtown Racine Corp. A registered Architect or building design professional, a person operating a retail business downtown, an at-large member and a person owning property within the downtown area.
TERMS: Three year terms. Expires 1st Tuesday in November.
AUTHORITY: Sec 114-828
PURPOSE: Also known as the "Elderly Housing Authority", the Authority transacts business and exercises powers pursuant to the Housing for Elderly Person Law, Wis. Stat. § 66.1213.
COMPOSITION: The Mayor appoints five members subject to Common Council approval.
TERMS: Five year terms. Expires 1st Tuesday in October.

PURPOSE: The Finance and Personnel Committee provides financial and personnel oversite by considering finances, accounts, claims, taxation, revenues, labor relations, personnel, pensions and other benefits, insurances, audits and the budgets for the City.
TERMS: One year terms. Expires 1st Tuesday in April.
PURPOSE: Whereas, historical, architectural, archeological and cultural heritage are among our most important assets, the Landmarks Preservation Commission's purpose is to engage in a comprehensive program of historic preservation to promote the use and conservation of historic property for education, welfare, inspiration, pleasure and enrichment of the people and foster civic pride in the beauty and accomplishments of the past.
COMPOSITION: The Mayor appoints seven members subject to Common Council approval. Members shall include one registered architect or building professional, 1 historian qualified in historic preservation, one licensed real estate broker, one Alderman, three citizen members. Each member shall have, to the highest extent practicable a known interest in landmarks preservation.
AUTHORITY: Sec 58-26
PURPOSE: Controls the expenditure of all monies collected, donated or appropriated for the Library Fund, and the purchase of a site and the erection of a library building; has exclusive charge, control and custody of all lands, buildings, money or other property devised, bequeathed, given or granted to, or otherwise acquired or leased by, the municipality for library purposes.
COMPOSITION: The Mayor appoints and subject to Common Council approval. Up to two members may be residents of other municipalities, Racine County may make two appointments. One member must be from the school board or administrator.
TERMS: Three year terms. Expires 1st Tuesday in June.
AUTHORITY: Sec 43.54(1), Wis Stats
PURPOSE: To make recommendations relating to program policies, procedures, and administration and to act on Department of Housing recommendations for approval and disapproval of housing rehabilitation loans.
COMPOSITION: The Mayor appoints five members subject to Common Council approval. Members shall include the City Clerk, and four residents of the City of Racine.
TERMS: Five year terms.
AUTHORITY: 6609 2-5-80
PURPOSE: Functions as the Police and Fire Department oversight board through policy review, rule-making and inspection. Appoints the chiefs of the both the Police and Fire Departments. Performs personnel functions for the Police and Fire Departments. Oversees entry-level recruitment, entry and promotional examinations, and approves all appointments; administers the citizen complaint process, and is final arbiter on all appealed discipline. Conducts planning and research on public safety issues.
COMPOSITION: The Mayor appoints five citizen members and subject to Common Council approval. Not more than three of whom may belong to the same political party (Statutory Requirement).
TERMS: Five years. Expires 1st Tuesday in May.
AUTHORITY: Sec 62.13, Wis Stats
PURPOSE: "To thoroughly study, evaluate and propose changes to the alcohol beverage licensing process."
COMPOSITION: Five members.
TERMS: One year terms. Expires 1st Tuesday in April.
PURPOSE: Approves public works projects for the city; holds public hearings relative to assessments for streets and storm sewer construction, and hears appeals from citizens and contractors relative to bids and special assessment notices.
TERMS: One year term. Expires 1st Tuesday in April.
COMPOSITION: The Mayor appoints seven members subject to Common Council approval. Members shall include representatives from the general public, labor, industry, finance, business. Members shall possess ability and experience in related fields, especially finance and management. One member must be an alderman. Not more than two members may be City officers.
TERMS: Five year terms. Expires 1st Tuesday in April.
AUTHORITY: Sec 66.1333 (3) Wis Stats
PURPOSE: • The board holds hearings on each request for an exemption to the residency restrictions for the purpose of an individual risk assessment. The board shall consider the public interest as well as the affected party's presentation and concerns, giving the applicant a reasonable opportunity to be heard.
COMPOSITION: The Mayor appoints Three members subject to Common Council approval. All members must be residents of the City of Racine.
TERMS: Three year terms. Expires 1st Tuesday in July.
AUTHORITY: Chapter 3, Sections 3.1 to 3.12
PURPOSE: The Sister Cities Committee is created to assist the city with the establishment and maintenance of sister city relationships pursuant to Sister Cities International regulations.
COMPOSITION: The Mayor appoints eighteen members, one of which is a representative of the Common Council. Appointments to this body do not require Common Council confirmation.
TERMS: Three year terms. Expires December 31st.
AUTHORITY: Res 1184 9-2-86
PURPOSE: The board reviews the City's proposals to create a tax increment district, to amend a project plan, to have a district's tax incremental base redetermined, and to incur certain project costs.
COMPOSITION: The Mayor appoints five members subject to Common Council approval. Members shall consist of the City clerk and four residents of the City of Racine.
TERMS: Five year terms. Expires 1st Tuesday in March.
PURPOSE: Shall study and consider matters pertaining to vehicular and pedestrian traffic, school crossing guards, on-street parking, and other related matters of the city. It shall recommend ways and means of handling, improving and controlling such traffic problems, on-street parking and related matters as may arise.
COMPOSITION: The Mayor appoints seven members subject to Common Council approval. Three citizen members, the Chair of Public works and Services Committee, Commissioner of Public Works, Chief of Police or a representative, Assistant City Attorney in charge of prosecutions for traffic violations.
AUTHORITY: Sec 2-276
PURPOSE: Shall function as a parking utility system for the city and as a transit utility for the operation of the transit system for the city.
COMPOSITION: The Mayor appoints members five subject to Common Council approval. Members shall consist of one citizen member, a citizen member of the traffic commission, two citizens with a recognized business ability and one Alderman elected by the Common Council.
TERMS: Three year terms. Expires 1st Tuesday in October.
AUTHORITY: Sec 2-291
PURPOSE: Perform the duties and tasks delegated to it by the sewer agreement, and to administer the agreement in accordance with its terms, for the mutual benefit of the sewer service parties; serve as the governing body of the city utility; perform the sewer service obligations of the city under the agreement; provide retail sanitary sewerage service to retail customers in the city, and in other municipalities by agreement, in accordance with the city sewer ordinances and, to the extent applicable, the agreement.
COMPOSITION: The Mayor appoints members seven subject to Common Council approval. Members shall include the Mayor, six City of Racine representatives: two may be elected officials plus two alternates (Only one may be an elected official). Mount Pleasant may appoint two representatives and two alternates. One representative from another municipality.
TERMS: Varies year terms. Expires 1st Tuesday in October.

COMPOSITION: Members shall include the Mayor, two Alderman (one of whom shall be a member of the Finance and Personnel committee) and four citizens (citizens shall be elected by the Common Council)
