Richard L. Heller
Chief Building Inspector and Zoning Administrator

The Building Inspection Department is responsible for the Administration and Enforcement of the City and State Building, Heating, Plumbing, Electrical, and Zoning Codes. The primary purpose of these codes is to protect the life and safety of the public. The secondary purpose is to protect, preserve, and enhance property values and quality of life for the citizens of the City.

Exterior Maintenance Program The Unified Neighborhood Inspection Team otherwise known as the UNIT will promote healthy neighborhoods and combat health and safety hazards having to do with exterior maintenance conditions. This includes preventing health hazards caused by the presence of garbage or other adverse exterior conditions and preventing the storage of vehicles (damaged, partially dismantled, unkept, unlicensed, or unregistered) from becoming a health and safety concern.
