All loans are at a fixed interest rate ranging from 1% to 5%, for a term up to 20 years. Please note that all contractors performing work for the Department must be familiar with the City of Racine Housing Rehabilitation Specifications and Guidelines and be on our Contractor List**.
Through the Neighborhood Stabilization Program, the city is able to reinvest in existing neighbohoods and remove blight and increase property values, providing improved and upgraded homes at an affordable price and making owning a quality home possible.
